Catherine Miranda, a former teacher, assistant principal and school district administrator, has served in the Legislature on and off since 2011, holding seats in both the House and Senate for a Phoenix district before winning this Senate seat in 2022. She won reelection in 2024 and was unopposed in this year's primary. She did not attend the Clean Elections debate, which left her Republican opponent a solo session with the moderator.

Joshua Ayala, a Phoenix native who owns a financial services business and earned an associate degree from Brigham Young University-Idaho in 2019, is making his second run at this seat. He lost to Miranda in 2024 and was unopposed in this year's Republican primary. Because Miranda did not attend the Clean Elections debate, he sat for a separate question-and-answer session, where he said her absence "shows a lot about who she is."

Oscar De Los Santos

Oscar De Los Santos is the House Democratic leader, elected to the chamber in 2022 and reelected in 2024. A Rhodes Scholar with degrees from the University of Southern California, Oxford and Union Theological Seminary, he previously ran public policy for the Association of Arizona Food Banks. At the Clean Elections debate he called for replacing the 2.5% flat income tax and ending every tax break for data centers.

Junelle Cavero was appointed to the House in 2024 to replace Marcelino Quiñonez and won a full term that November. A former political consultant, business owner and executive director of the Arizona Fair Housing Center, she holds degrees from New York University and American University. At the Clean Elections debate she said both the flat tax and data center incentives need rewriting.

Cesar Aleman is a minister who studied at Gateway Seminary, serves as worship director at Laveen Baptist Church and previously worked for the Boys & Girls Clubs of the Valley. He ran an unsuccessful campaign for the district in 2024. At the Clean Elections debate he said he opposes data centers in the district and would not support repealing the flat income tax.

Joseph Dailey is running for two offices on the same November ballot: this House seat and a Phoenix Union High School District governing board seat. He ran unsuccessfully for the Legislature in 2024, led this year's Republican primary, and lost a Roosevelt Elementary School District board race in 2022. At the Clean Elections debate he called the phrase "fair share" a red herring, favored nearly eliminating the income tax and defended data center tax breaks.
