Walter Blackman served in the Army from 1995 to 2016, earning a Bronze Star, and runs a consulting firm he founded in 2016. He sat in the House from 2019 to 2023, lost a 2022 congressional primary to Eli Crane, and won a seat back in 2024. Criminal-justice legislation has driven his work; he maneuvered a stolen-valor bill past a committee hold by Sen. Wendy Rogers. He led the 2026 primary field. He declined the Clean Elections debate.

I want to ensure every child has access to a quality education, every parent has a voice in their child's future, and every family has the opportunity to succeed. I currently serve as State Representative for Legislative District 7. Last-ditch attempt: Two GOP lawmakers want to give some “teeth” to oversight of the prison system, but the House didn’t include their plan in last week’s budget bill and Gov. Katie Hobbs is staying mum on whether she supports the idea, Capitol scribe Howie Fischer reports. Now, Sen. Shawnna Bolick and Rep. Walt Blackman are trying to beef up prison oversight in the state budget so officials can deal with complaints raised by the 35,000 inmates in the state prison system, such as poor nutrition and the healthcare problems contended in a long-running federal lawsuit, as well as recent murders, escapes and assaults. Going nuclear over data centers: Arizona lawmakers are pushing through a bill that would force county supervisors in rural counties (all of them except Pima and Maricopa) to allow small nuclear reactors, per Capitol scribe Howie Fischer. The language of SB1418 makes it pretty clear that it’s aimed at meeting electricity demand from data centers. GOP Rep. Walt Blackman hinted that he might break from his party and vote against the bill since it goes against the Republican principle of supporting local control. “I’ve been seeing a lot of bills from so-called Republicans that do the opposite,” Blackman said. House Majority Leader Michael Carbone said overriding local control was fine, “we do it all the time.” (June 10, 2026)

One quick favor: Republican state lawmakers want Mayes to investigate the City of Phoenix for allegedly violating the state Constitution’s gift clause by giving millions to nonprofits and non-government organizations without the approval of the Phoenix City Council, the Capitol Times’ Jakob Thorington writes. “It appears to be nothing more than an illegal slush fund for politically favored nonprofits — and that’s exactly what Arizona’s Gift Clause was written to prevent,” Republican state Rep. Take the infighting to Twitter: Republican Rep. Walt Blackman went off on far-right Republicans in a social media “article” (which is apparently something you can make if you pay for Twitter) where he doesn’t mention Trump, but says the GOP “has increasingly embraced performative outrage over principled governance,” the Phoenix New Times’ TJ L'Heureux writes. Blackman called Kari Lake’s 2024 Senate loss a “rejection of Republican infighting.” (May 21, 2025)

Better sign up for doggy daycare: Bolick and Blackman also partnered up to get an animal cruelty bill through the House, the Capitol Times’ Jamar Younger reports. The bill, SB1658, would require pet owners to provide food and shelter, and also make it a crime to not provide medical care for a pet. The bill took a convoluted path through the Legislature, and still has one more step — a final read in the Senate — before it would head to Hobbs’ desk. (June 13, 2025)

Stolen bills: Republican Rep. Walt Blackman is blaming two Republican senators for stalling his bill to penalize people who lie about military service, KJZZ’s Camryn Sanchez reports. Blackman’s primary opponent Steve Slaton was hit with stolen valor accusations during the campaign, and while the bill passed the House unanimously, the lawmaker says Sens. Wendy Rogers and Mark Finchem are keeping it from being heard in the Senate. Both of the Republicans endorsed Slaton in the primary. (March 21, 2025)
