Frank Carroll served two terms in the House representing District 22 from 2019 to 2023 before moving to the Senate, where he won reelection in 2024 against a write-in opponent. He has operated commercial motor coaches. Gov. Katie Hobbs signed his 2026 bill expanding Arizona's ban on foreign adversaries holding land and critical infrastructure, and vetoed two others, on fast-tracking small modular nuclear reactors and on commercial licenses for immigrants in the country illegally. He skipped the September 18 debate.
