David Livingston chairs House Appropriations, the chamber's chief budget negotiating post. He served in the House from 2013 to 2019, spent two terms in the Senate, and returned to the House in 2023. Gov. Katie Hobbs has signed 48 of his bills since 2023 but vetoed 28 budget bills he sponsored in a single day on June 25, 2025 — a state record he advertised. His move to halve the Parents as Paid Caregivers program drew a recall campaign; Republicans later appropriated $122 million for it.

Not in our name: A Jewish leader in Arizona is calling out GOP Rep. David Livingston for sponsoring two bills that were written by a Christian nationalist-run organization and would co-opt Judaism to rename the West Bank as “Judea” in state documents, the Arizona Mirror’s Jerod MacDonald-Evoy reports. Civia Tamarkin, president of the National Council of Jewish Women Arizona, called the bills an attempt “to impose their biblical messaging and values” on the state and country. (March 5, 2026) “This is not something that has been on the agenda of the Jewish community whatsoever,” Tamarkin said. “It certainly is not within the purview of a state legislature to engage in geopolitics.” (March 5, 2026)

Livingston’s law: House and Senate appropriations committees agreed to keep funding a program that pays parents of children with developmental disabilities, but added new parameters authored by Republican Rep. David Livingston that cut reimbursements in half and take funding from other state programs, the Republic’s Mary Jo Pitzl reports. Republican Rep. Julie Willoughby introduced a less harsh version of an extension bill with Democratic support, but Livingston added three more Republicans to his committee to ensure his version of the bill was passed.
