David Gowan served in the House from 2009 to 2017, the last two as speaker, and has been a state senator since 2019. In 2016 he repaid the state more than $12,000 for mileage he claimed on trips taken in state vehicles and per diem for days he did not work, and he abandoned a congressional bid that year. He is now running for the House seat Gail Griffin is vacating and led the Republican primary. He skipped the Clean Elections debate.

See how Ozempic is right for Arizona: State lawmakers are considering whether to extend Medicaid coverage to obesity drugs like Ozempic, per KJZZ’s Camryn Sanchez. Republican Sen. David Gowan says covering those drugs could save the state money in the long run by cutting down on treatment costs for obesity-related treatments. Plus, he says, the federal government already did it, so Arizona might as well follow suit. (November 18, 2025)

Opening it up: State lawmakers may get rid of a limit on how many patients from each county can be admitted to the Arizona State Hospital, Stephanie Innes reports for the Republic. Right now, Maricopa County can’t have more than 55 patients at any one time in the 117-bed hospital, which is the highest-level psychiatric facility in the state. But SB1813 from Sierra Vista Republican Sen. David Gowan would base admittance to the hospital solely on clinical need. Critics of the bill say it could effectively put a limit on other counties’ ability to send patients to the hospital, while health experts say the bill makes more medical sense than an arbitrary limit. The LD19 showdown: Pima County Republican Party Chair Kathleen Winn chatted with the Herald/Review about an interesting race for the pair of House seats in Cochise County’s Legislative District 19. Cheryl Caswell is hoping support from Turning Point will help her unseat Republican Rep. Lupe Diaz and Republican Sen. David Gowan (who is running for the House this year). Caswell is asking voters to use the “single-shot” approach and only vote for her, instead of voting for two House candidates, as voters are entitled to do. “It can work or can backfire, and we won’t know until we’ll see the efforts of their work,” said Winn, who will not endorse any candidate until after the primary.
